I really, really doubt that unless you have an obvious problem with the bit of cable attached to your house.

I have no doubt that they can fix it but don't underestimate the level of difficulty or cost that may be involved. If the whole town's dropping out it sounds like some sort of serious capacity issue that won't be resolved at the drop of a hat or the flick of a switch.

It's more likely that their customer spport reps are rubbish than that they're deliberately being obstructive alhough if they do hold the local monopoly then their incentive to sort things out will possibly be lower. The government were looking at legislative measures to ensure universal access to broadband internet over here.

I have a feeling they could, but as you said, they have no reason to and I've given up trying to get through the tech support's thick head.  They could at least have the decency of sending a tech out to help out our problem and at least try and look like they care, but they won't so whatever...

Bought a new cable modem today since Comcast raised their monthly modem rental fee to $7 per month.  Trying to set it up now.  Here's my speed with the Comcast supplied device right now:

Well, just a few minutes with Comcast on the phone and the new cable modem is hooked up.  Speed didn't change much.  Although, I do like the little boost in upload speed.  I'm real happy that I won't be paying $7.00 a month for the rental anymore too!  :)
