Forum permissions

Is anyone having trouble with setting their avatar or signature or profile up?  A new member that joined seemes to be having some trouble setting that stuff up.  I just wanted to make sure everyone (no matter the post count) still can make changes to their profile.  Thanks!    :)

I haven't had any problems.. I changed my avatar and signature last week and there were no problems.
