It is good they are still making plans for this. I think for a while it was off the table.

Indeed, looks like some tough choices for unmanned missions for NASA have been made in the 2013 budget this time around.
Good news is the James Webb Space Telescope is getting an increase as it nears completion maybe at the cost of future missions to Mars.

I'm a big supporter of NASA.  I suppose the budget decrease could have been worse.
I'm disappointed that funding for the Europeian Space Agency program Exomars may be cut.  We have been encouraging European money for the space station only to renege on there program.  I like the Manned aspect of Space Exploration, the upcoming projects are exciting but I have always thought unmanned missions have given us some amazing returns.  I hope NASA does not loose focus on this area.
