I think that the problem with DC is the one that Marvel had in the mid 90's. They have sold the rights to too many different groups that it's hard to get even one film made. Add to the fact that the families of the creators of certain properties have to be issued a percentage check and you have some huge problems with WB even wanting to try. Having superman and batman in the movie would seriously eat away at the studio's profits regardless of the amount of screen time the characters might get.
