I just saw this 2003 British made sci fi flick last night, and boy was it affecting and well done.  It took me by surprise because I'd never heard of it, but I'm really glad I discovered it as I truly enjoyed watching, and thinking about it afterwards.

Tim Robbins, who is great in this, plays an insurance investigator in a dystopian society that seems to take place about maybe 15-25 years from now.  Society is divided between those in the "inside" who are generally well to do, living in luxury, and those on the "outside" who scrape by however they can and whose lives are described more as existing rather than living.  Travel between the zones or areas is strictly monitored but common.  While watching you surmise that genetic experimentation, cloning, and in vitro fertilization has become so common that strict laws are in place to prevent people from inadvertently reproducing with someone whose genetic histories are too similar.  The story gets interesting when Tim Robbins character, while on a job in the "outside" zone, meets a beautiful young woman and begins an affair in violation of these regulations. 

What's most affecting about the film, besides how deeply sad the story is, is how realistic everything seems.  This is a very well thought out universe, one that could truly exist with a few simple divergences from our own.  I'd highly recommend seeking this movie out and giving it a watch.

Yep - good movie.  I saw it a couple years ago.  Very moving and interesting.
