Richard Smith is the host of Make it So, another Star Trek podcast.  They look at TNG DS9 and VOY thought an R rated lens.  Pretty funny stuff.  But to answer your question, Richard Smith Called Rico a "Cheeky Monkey" for doing audio comentary.  It was weird because I listen to both shows every week and it was mentioned on both.

Meds is probably a Cheeky Monkey using anyone's definition. I'd forgotten the Rico comment but it has merit (in its context) too

I am definitely a "cheeky monkey."  I even have a t-shirt that says "official trouble maker" on it and it has a picture of a monkey.  I've always tended to buck the rules - a bit.
