Star Trek vs Babylon 5

Alright, we need some serious confrontation here.

Obviously Babylon 5 is the new kid on the block, being only 14 years old.  Damn, I'm getting old!  While TOS is about to turn 41 and TNG 20 so let's see if B5 can score any points.

So I am going to take a shot at B5 from the start.  Who was the equivalent of Scotty on B5?  We are talking about a space station 5 miles long with a fusion reactor, transport tubes, hyperspace jump gate, fighters and electronics all over the place and there is no head of engineering on the command staff.  Is this at all reasonable?
