But how is it forcing the upgrade? You aren't required to get IE9.

Lets face it, IE8 is hardly anything special.  Even Safari, is better than it.  But if they can encourage companies/individuals who only use IE (for whatever reason) that this is another reason to upgrade, then they might.  By raising the tech bar, Microsoft, in its own ways, is forcing the upgrade. 

Obviously, if they don't care/use Firefox/alternatives, then this is an ineffective strategy.  So idk...
