I found one for Android but never for iOS.

I suspect the sandbox architecture wouldn't allow one to operate anyway (preventing access to the internal data counters).

All we can do is manually reset the data counter in the OS every month.

(Obviously the networks track it and provide apps with web access to those numbers but they usually come with a strong '48 hours out of date' health warning.)
