I'd have to go look to be sure but I think I remember him from Gunsmoke and maybe Emergency or Adam-12.

well, no, but in the star trek encyclopedia it says that many speculate that he is.
in Q Squared he is (i know that q squared isn't official, but it's worth mentioning)
