Troi wasn't wearing that uniform in the pilot. I'd say it's around season 2.

Heh heh, yay! The clue was data's holding of the arm. Most of the time this is a rare happening except in this episode, Data's Child episode (I think), and a couple more. Also, Picard's disgusted face was another clue as he dislikes children :)
