A clue- It was one of Mark Hamill's first acting gigs (well, voice acting). It came out around the same time as Star Wars.

This film was made by Ralph Bakshi, and tells the story of a post apocalyptic future in which technology has been forgotten, and dwarves, elves, and other magical beings fill the gap left by the absence of humanity. An evil wizard tries to wage war against the forces of good using ancient human technology. The red guy in the picture is one of these bits of technology- a robotic assassin named Necron 99, who later changes his name to Peace.
